In 1971 the Division of Ministry and Education added the term “Personnel” to its name. The term was added to reflect the need within the United Church to improve the method and quality of pastoral care for persons in ministry. Henceforth ministry personnel were managed by a number of areas within DMPE, including high level departments and committees such as the Personnel Services, Personnel Advocacy and Support, and the Pastoral Relations Committee. The advocacy of particular types of ministers was often overseen by smaller committees and areas such as Women in Ministry and Diaconal Ministry Committee.

This series contains strictly ministry personnel files. In 1971 following the Implementation Committee’s Report on the Commission on Ministry in the 20th Century and the establishment of an office of Pastoral Relations, DMPE’s work proceeded in that area to regularize the methods of communication both to ministers and to Pastoral Charges concerning call and settlement of ministers. Studies were established on retraining and rehabilitation for ministers who were not successful in being located in congregational employment and a number of persons received assistance, retraining and rehabilitation (1972 yearbook). In 1975 the National Pastoral Relations Committee developed a new policy on personnel and procedures for admissions and readmissions and DMPE helped to make those policies available in a handbook for Conference Personnel Officers.

The 27th General Council’s passed a resolution that the Division of Mission in Canada and the Division of Ministry Personnel and Education should provide decisive direction in the area of training for leadership in Native settlements. A joint staff group from both divisions was formed called the Task Force on Native Ministry Training. The role of the task force was to survey the situation and develop resources for Conferences to improve native ministry training. In 1980 there was a National Native Ministry Consultation, planned in part by members of this task group. The purpose of the consultation was to allow Native communities to express their concerns on ministry. In light of their concerns, DMPE formed a standing committee to address their concerns by formalizing training for native ministry and providing support, financial and administrative in this area.

Continuing education has been a valued aspect of UC ministry since union. In 1928 the General Council asked theological schools to provide continuing education for their graduates. The 1968 General Council cemented continuing education by providing three weeks continuing education leave for all ministry personnel. They also created the Continuing Education Fund where money could be made available to underwrite some of the costs involved. The Continuing Education Fund was administered by DMPE. DMPE held the portfolio of continuing education for all if its existence, and the following records reflect the work of the division to foster continuing education by maintaining programs and providing funding.

In the 1960s and 1970s commissioned ministry was undefined. After its formation in 1972, DMPE spearheaded efforts to define commissioned ministry in tandem with General Council’s efforts. DMPE was also responsible for providing support to members then Deaconesses, Certified Churchmen and Commissioned Ministers. By the 1980s Diaconal Ministry included the groups listed above and was defined as ministers commissioned to the Diaconal Ministry of Education, Service and Pastoral care. They were part of the one order of ministry in the United Church of Canada and involved in a wide variety of miniseries in congregations and in the community helping with administration and pastoral care.

In 1998 the UC National Consultation of Leaders in Ministry strongly urged DMC to establish a Work Group on Deaf Ministries which would have a Governance Sub-Group and Program Sub-Group. Part of the mandate of the Program Sub-Group would be to work with DMPE to conduct ecumenical pilot projects for training deaf ministry candidates within the coming years. This series contains records pertaining to DMPE’s contribution to Deaf Ministry.

One of the biggest challenges that faced the United Church of Canada in the mid-20th century was a decrease in candidates in theological education applying for the ministry. This became apparent in the late 1950's and early 1960's and threatened the work and mission of the Church at large. The General Council then began to increase focus on recruitment and developed an Inter-Board Committee on Recruiting for Vocations which became the responsibility of the Board of Colleges in 1964 and later DMPE. Through secretaries of Recruitment/Vocations, Student Services, Field Education, Internships, Concern for Special Needs in Candidacy etc. DMPE bolstered recruitment, improved upon the educational programs, and made ministry training more accessible to Church members. In 1988 DMPE altered the position description for Student Services Secretary to take account the need to promote ministry vocations. The revised position description was named the Secretary of Education and Ministry Vocations. And the responsibility assigned to the candidature committee.

The area of chaplaincy was adopted into the DMPE mandate from a number of predeceasing Boards. Since 1926 the United Church offered various chaplaincy services to prisons and the armed forces which were all managed by the Board of Evangelism and Social Service. From 1960 the Board of Evangelism and Social Service took an active role with other Church and government agencies in administering the work of chaplains in hospitals, industrial sites and penal and mental institutions.

University Chaplaincy and campus ministry was initially the responsibility of the Board of Colleges and Secondary Schools. In 1959 the Conferences with approval by the Board of Colleges appointed the first two chaplains. By 1967 there were approximately twenty chaplains and the Board of Colleges assumed the responsibility for them. This responsibility was carried over to DMPE. This area of responsibility resided with the Secretary of the D.M.P.E. until 1977 and henceforth was designated to one of the Associate Secretaries.

In 1971 the Division of Ministry and Education added the term “Personnel” to its name. The term was added to reflect the need within the United Church to improve the method and quality of pastoral care for persons in ministry. Henceforth ministry personnel became a significant part of the internal work of DMPE and was managed by secretaries of Personnel Services. The first staff member responsible for Personnel Services was Associate Secretary Rev. J. Homer Dean. He singlehandedly designed and guided the implementation of personnel policies authorized by the 1968 General Council. As a cumulative effort of DMPE and the National Pastoral Relations Committee the Handbook of Personnel Policies and Procedures was issued to office holders and staff involved in personnel services of the church. In 1990 a proposal was approved to consolidate the personnel work and re-configure the personnel staff-group. This was implemented in 1991. The new design put matters of personnel policy development and interpretation into one portfolio with a Secretary of Ministry Personnel Policy. Matters of personnel support, advocacy and education were put into a portfolio lodged with the Secretary of Ministry Personnel Support and Advocacy. Together with those two positions was an administrative assistant position focused on the administration of continuing education grants, oversight of the vacancy and availability lists, the administration of order of ministry admissions from other denominations and the processing of salary increments queries.

DMPE’s work concerning women in ministry was established with a Staff Associate for Women’s Concerns in 1976. In 1983 the position became Secretary of Women in Ministry (WIM). The WIM Secretary was responsible for the following: increasing the awareness and understanding of the Division, women in ministry, and the Church-at-large about the issues and concerns related to women in ministry; acting as an advocate for women in ministry in relation to the systems, policies and decisions of the Division; developing a network with women in accountable ministry within the United Church as well as ecumenically; sharing with the whole Church the struggles, learnings and gifts of women in ministry. The DMPE staff person was majorly responsible for being a staff resource for the Women in Ministry Committee.

In 1982, as part of DMPE’s commitment to understanding and interpreting ministry it established the Task Group on the Ordination/Commission of Self-Declared Homosexuals. The Task Group was meant to assess the UCC’s stance on ordination/commissioning of self-declared homosexuals. In turn the Task Group produced the "Sexual Orientation and Eligibility for the Order Ministry," a report which provided an assessment of the issue, suggested guidelines for addressing it, and a means of implementation thereof. In 1984 the Task Group's report was evaluated at the 30th General Council meeting and then the group was disbanded. In February 1984 the General Council appointed an Advisory Group on "Sexual Orientation and Eligibility for the Order of Ministry" to oversee the evolution of the Task Group's report and its recommendations both before and after the 30th General Council. Upon the request of the General Council, DMPE in partnership with DMC agreed upon a process for a national study on the sexual orientation, lifestyles, and ministry, involving all levels of the church, which would then lead to a comprehensive statement: This study was developed and implemented by the General Council National Coordinating Group which had representation both from DMC and DMPE. Upon the formation of the NCG, the Advisory Group was finally dissolved in February 1985, having fulfilled their function of setting the guidelines for the selection of the members of the NCG. In 1985 DMPE appointed Rev. David Ewart as National Coordinator of Sexual Orientation, Lifestyles and Ministry who served until 1988 when the National Coordinating Group produced their final report for the 32nd General Council. In response to the report the General Council made two decisions about sexual orientation, church membership and leadership: "all persons regardless of their sexual orientation who profess faith in Jesus Christ and obedience to him, are welcome to be or become full members of The United Church of Canada," and "All members of The United Church of Canada are eligible to be considered for ordered ministry."

When DMPE adopted the responsibilities of the Board of Colleges, it adopted the supervision of United Church affiliated secondary schools. Initially the secretary of DMPE was responsible for this area and then in the 1980’s associate secretaries took on the task. Series reflects the staff work on secondary schools and the particular work concerning each respective theological school and training centre.
