There is a great deal of research material found in the Board of Evangelism and Social Service accession which is not directly related to the activities of its various committees, or the operation of its various social institutions. An examination of the Minutes of the Executive and Sub-executive of the Board in the 1960s for example, will show that the members were interested in several issues that were either of an immediate nature (like the Vietnam War), or were not considered to be central to its mission as a vehicle for evangelism and social service (assistance to American draft resisters from that war who were resident in Canada). Examples of the use made of this type of material are found in the briefs presented by the Board, on behalf of the United Church, to Parliament on an issue like abortion; as background briefing materials for delegates attending a conference on racism and human rights; or for studies undertaken on issues like poverty or urban unrest. The collection of the research reports, newspaper clippings, statements from other denominations and non-religious bodies was often undertaken for a period of time beyond the immediate need of it for a specific report, brief or statement.

From its inception in 1968 the Division of Communication has been overseen by an Executive and a Secretary, later termed the General Secretary and Executive Minister. The Secretary and succeeding roles were the heads of the Division, and the Executive were responsible for communicating with other Division Secretaries as well as counterparts in other denominations. The Division Executive was comprised of members elected to that role by their Conference (1 per) and others elected according to function (such as Chair, Vice-chair, Committee/Taskforce Chairs etc.) by the General Council. The Executives were also responsible for setting policy and overall direction for the work to be carried out in the program units and by the staff of the Division. The Department of Finance and Administration was established in 1985 with responsibility for all of the accounting and budgeting within the Division. The department dissolved in 1993 and the work was adopted by the General Secretary’s office in 1994.

Before the creation of the Resource Coordinators work area, there were no resource coordinating functions within Communications or across the Church House. The Division of Communication and the Division of Mission in Canada had editors. These divisions were the largest resource producers. They worked on specific tasks and resources, like magazines and books, and did not share work or coordinate work. All the divisions used the services of Communications in terms of graphic design, and video and website design. The divisions (other than DMC and the Division of Communication) may have hired writers or possibly editors, but in general the material was not edited. And staff people in all the units (many of whom did not have communication backgrounds) had to decide first what kind of medium they wanted to produce (video, print, web) and then go to the appropriate staff person in Communications. In 2002, the work area of Resource Coordination was created. Resource Coordinating staff were liaisons with the General Council Units to provide professional advice about producing resources and to shepherd resources through the production process, which included editing, graphic design and web posting. Often the resource coordinator edited the resources (for print or Web) from their assigned units, or if they couldn't, ensured that they were edited by another resource coordinator or a freelancer.

Communication education had been an activity of several of the Departments in the Board of Information and Stewardship, including Press and Information, Broadcasting and Audio-Visual. These Departments continued their activity in the new Division of Communication. In the 1960s and 1970s Rev. Robert Reid took on the work of communication education and was responsible for increasing the churches understanding and familiarity with different media of communication through seminars, workshops, bursaries, scholarships, seminary courses and professional consultations. Reid worked closely with Helen Currie to bolster communication education concerning audio visual materials. However in 1971 Reid was removed from the audio visual focus and was tasked to oversee communication education concerning all types of media. In 1973 Communication Education was placed under the purview of Media Services and offered advance courses in theological schools, and workshops at conference and presbyteries levels typically involving other denominations. When the 1973 transition happened, Keith Woollard, former Director of Broadcasting, concentrated his energies on a new Communication Education Staff Group and on regional relationships. The Communication Education Staff Group assigned the responsibility of giving leadership on Communication Education within the Division and in relation to conferences. The group was devoted to aiding United Church ministers and workers in utilizing all manner of communications (print, audio, visual) to more effectively make their message heard. In 1975 Division of Communication authorized the formation of a Communication Education Task Force to develop a strategy for communication education within the United Church. The staff group was assigned to follow through with the Task Group’s strategy, to follow through with involvement in community cable projects and absorb the responsibilities of the Media Outreach Task Force originally established to encourage and assist the Maritime Conference and the Saskatoon Presbytery to design informational-motivational campaigns. The same task group also communed with local congregations, presbyteries etc. to create a guidebook for media outreach.

Under the major reorganization of 2002, work related to Asia was moved to the Justice, Global and Ecumenical Relations Unit. Work in the Unit was overseen by Area Secretaries (2002-2004), then Program Coordinators (2005-2010). From 2002-2003, work related to Asia was divided into South Asia/Pacific Islands and East Asia/Philippines. For 2004, work was divided into South Asia and East Asia/Philippines. In 2005, work was spread between South Asia/Pacific and Asia. In 2006, it was divided into South Asia/Pacific, and East/South-East Asia. In 2007 it changed to one Program Coordinator for East and South-East Asia. From 2008-2010, work fell under Asia. From 2010 until the end of 2012, work related to Asia was part of the Partners in Mission Unit. The Asia program was overseen by Program Coordinator, Bern Jagunos.

In 2013, the Communities in Ministry and Partners in Mission units were merged to create Church in Mission. In the Church in Mission Unit, work related to Asia was a part of Church in Partnership, the work divided up by Team Leaders and Program Coordinators.

Work relating to Overseas Mission personnel was transferred from the former Division of World Outreach unit to the newly formed Justice, Global and Ecumenical Relations unit in 2002. The unit coordinated the sending and receiving of mission personnel as an expression of partnership in God’s mission. Global mission personnel sent and received by the United Church symbolizes the church’s commitment to provide solidarity and to nurture global partnership, to enable the sharing of faith perspectives, to share skills, and to engage people in the work for global justice.

The cluster was titled Global Mission Personnel from 2002-2004, then the People in Partnership from 2005-2012. Patricia Talbot was Program Officer: Global Mission Personnel from 2002-2004, and Program Coordinator: People in Partnership, from 2005-2012.

In 2013, People in Partnership became part of the Church in Mission Unit.

Work of the Education for Justice unit originated in the Education for Engagement unit of the Division of World Outreach. Work was transferred to the Justice, Global and Ecumenical Relations unit when it was created in 2002.

This unit worked in close co-operation with Conferences to support groups and individuals in congregations, presbyteries, and Conferences by providing information and justice education resources that enable involvement in and connection between global and local justice issues. Principal vehicles were Mandate magazine and the mission theme. It also enabled people-to-people links through programs like Face to Face and supported mission interpretation by overseas personnel in Conferences and exposures trips by United Church groups to partners overseas.

The Justice portfolio was a part of Refugees, Immigration and Justice from 2002-2005. During 2005, JGER reorganized the educational work within the unit to better coordinate and integrate education about Canadian and global social justice issues, as well as to provide further support for United church members wanting to directly engage with global partners. Two new portfolios, Education for Justice and People in Mission, were created, and Education for Engagement ended. This reorganization provided opportunity for increased educational initiatives like Water in Focus.
