The Inter-Church Action for Development, Relief and Justice (ICA) was formed in 1997 from a merger of the Inter Church Fund for International Development (ICFID) and the Development and Service Committee of the Canadian Council of Churches. The ICA mandate was to work ecumenically or order to: promote sustainable human development; provide an emergency response; and in the context of the previous two offer a forum for discussion of humanitarian response and development issues; and to engage in advocacy around these issues. In 2001 KAIROS absorbed ICA’s responsibilities as well as nine other ecumenical organizations.
