Administrative history

In 1918, the Board decided that a Commission be appointed to make a survey of all the connexional institutions of the Methodist Church and utilize the reports of the Massey Foundation Commission in its work. This Commission of Nine of the Educational Society held its first meeting May 30, 1921. Its mandate was expanded and clarified to also classify the different types of colleges; to harmonize academic standards; to indicate minimum standards for plant; to suggest ways of strengthening the institutions; to question the amalgamation of the theological colleges; the making of grants to secondary schools; and aid to be given to probationers. The Rev. J.W. Graham served as convenor of the committee; Vincent Massey was a member of this Commission. (Educational Society Report 1920-1921, pp. 10-12 and minutes of the Commission of Nine). The Massey Foundation Commission on whose work the above Commission based much of its work was approved by the Board of Education prior to the one above. This earlier Commission was proposed by Vincent Massey on behalf of the executors of the Hart A. Massey Estate to enquire into the conditions and work of the educational institutions of the Methodist Church (Educational Society Annual Report 1918-1919, p. 4). Its membership consisted of Vincent Massey, James Smyth, George Locke, J.C. Robertson. Its report was published in 1921. This is a revised fonds 27/October 11, 1996...the information in the guide does not distinguish clearly enough the two Commissions
