Administrative history

The Social Service Council of Canada (SSCC) was founded in December 1907 as the Moral and Social Reform Council of Canada. It was largely the creation of the main Protestant churches, and was instituted at a time when a new social consciousness was permeating Christian thought in Canada. In March 1914 the first Social Service Congress in Canada was held in Ottawa. During World War I, membership expanded to include a variety of social service organizations that were only indirectly motivated by Christian principles. In 1918, accordingly the Council’s name was formally changed to the Social Service Council of Canada and the organization was incorporated by letters patent issued by the Secretary of State for Canada on 25 March, 1919. In 1938, the Council was generally reorganized as a council of Christian Churches and other Christian organizations for Christian Social Action. Its name changed to the Christian Social Council of Canada (CSCC) in December, 1938. In 1961 the CSCC merged with other organizations to form the Canadian Council of Churches. Social Welfare was the official organ of the SSCC/CSCC and was published from 1 October 1918 to the summer of 1939. C.E. Silcox was editor from Dec.1934-Summer, 1939.
