    Sylvan Pastoral Charge consists of two congregations, Shawnigan Lake United Church and Mill Bay United Church. In the early 20th century, non-denominational Protestant worship services were held in a tent near the beach at Shawnigan Lake. By 1910, a Methodist Church was built but it burned down six years later. It was replaced by Shawnigan Lake Methodist Church which was renamed Shawnigan Lake United Church after church union in 1925. A new church was built in the village centre in 1956 and dedicated in January of 1957. The Mill Bay United Church began as Mill Bay Methodist Church, which was erected in 1897 and dedicated on May 28, 1898 by the Methodist minister from Duncan. With church union in 1925, it became Mill Bay United Church. In 1935, a fire destroyed many of the church's records. The history of the relationships of the Shawnigan Lake and Mill Bay churches and their neighbours is quite complex. Prior to 1925, they were generally part of the South Cowichan Circuit of the Methodist Church and this Circuit was part of Victoria District. The Circuit was often called the "Cowichan Station" to distinguish it from Lake Cowichan and from the Cowichan Circuit which was associated with that location. The Cowichan-Mill Bay-Shawnigan Circuit also included at various times, the Koksilah Mission and Cobble Hill. At times, this Circuit was served by the minister from Duncan United Church (1917-1920) and from Cobble Hill United Church (1920-1929). With church union in 1925, both Mill Bay and Shawnigan Lake United Churches became part of the Cowichan Pastoral Charge. In 1933, the Cowichan United Church closed. Until 1952, the work at Mill Bay and Shawnigan Lake was conducted by the minister from the Koksilah Indian Mission, and was known as the Koksilah-Mill Bay Pastoral Charge. Between 1952 and 1958, a minister residing in Shawnigan Lake served this area, Port Renfrew and a number of logging camps. This configuration was known as the Shawnigan Lake-Mill Bay Pastoral Charge until 1958 when it became known as the Shawnigan Pastoral Charge. By 1961 (possibly as early as 1958), the Shawnigan Pastoral Charge no longer included Koksilah, Port Renfrew or the logging camps. It was renamed Shawnigan-Mill Bay Pastoral Charge in 1980. In 1996, it was again renamed and is now known as Sylvan Pastoral Charge.
